Head of Procurement – Semi‑government Organisation

About the role

The organisation is a well‑established semi‑government entity in Hong Kong seeking an experienced leader to head its procurement function and drive best‑in‑class sourcing practices across public‑service and infrastructure projects.

Key responsibilities

• Develop and execute a procurement and category‑management strategy aligned with business objectives.
• Lead a sizeable procurement team covering strategic sourcing, contract management, supplier relationship management and operations.
• Drive organisation‑wide procurement transformation, enhancing policies, governance, compliance and efficiency.
• Establish category sourcing strategies and oversee major tenders, contract negotiations and supplier selection.
• Build and maintain strong relationships with internal stakeholders, government authorities, regulatory bodies and key suppliers.
• Implement best‑practice procurement frameworks, KPI management and spend analytics to improve value delivery.
• Ensure all procurement activities comply with internal governance requirements and applicable regulations.
• Identify opportunities for cost optimisation, risk mitigation, sustainability initiatives and supply continuity planning.

Required profile

• Bachelor's degree in Supply Chain, Procurement, Business Administration, Engineering or a related discipline.
• Minimum 15 years of procurement experience, with at least 8 years in a senior leadership capacity.
• Proven experience leading procurement functions within public‑sector, semi‑government, infrastructure, utilities, transportation, engineering, construction or similarly regulated organisations.
• Strong understanding of tendering processes, procurement governance and contract‑management frameworks.
• Demonstrated success in driving procurement transformation, strategic sourcing and organisational change initiatives.
• Excellent stakeholder‑management skills with experience engaging executive leadership and external authorities.
• Strong commercial acumen, negotiation capability and analytical mindset.
• Fluent communication skills in English and Chinese.
