Assistant Manager – Learning & Development (HR)

About the role

The Hong Kong Tourism Board is seeking an Assistant Manager to support its Learning & Development function within Human Resources. You will help design, deliver and evaluate training programmes that boost employee capability, engagement and organisational effectiveness. This role also oversees the Internship Programme and collaborates with external partners to attract early‑career talent.

Key responsibilities

• Assist the Senior Manager in creating and delivering L&D initiatives, including needs analysis and annual learning calendar planning.
• Manage day‑to‑day training administration: enrolment, logistics, vendor coordination, attendance tracking and record keeping.
• Monitor and evaluate training effectiveness, ensuring compliance with internal policies and audit requirements.
• Coordinate the Internship Programme – recruitment, onboarding, performance tracking and stakeholder engagement.
• Liaise with universities, institutes and external partners to attract high‑potential talent.
• Maintain relationships with training vendors, consultants and academic institutions; support procurement, proposal evaluation and contract administration.
• Collaborate with internal departments to align learning solutions with operational needs.

Required profile

• University graduate in Human Resources, Business Administration or related fields.
• Minimum 5 years of solid experience in training, learning & development or HR business partnering.
• Strong project management, stakeholder engagement and communication abilities.
• Detail‑oriented, proactive and capable of handling multiple priorities in a fast‑paced environment.
• Good command of spoken and written English and Chinese (Cantonese); conversational Mandarin is a plus.
• Candidates with more experience may be considered for a Manager position.
