Head of Procurement

About the role

The Head of Procurement leads the organisation’s strategic sourcing function, driving process excellence, governance compliance and providing senior‑level strategic support. The role shapes procurement policy, oversees daily operations and guides transformation initiatives across the supply chain.

Key responsibilities

• Provide strategic guidance and governance oversight to drive continuous improvement, sustainable procurement and value creation across all supplier relationships.
• Oversee daily procurement operations, tender specifications and contract terms while leading negotiations to achieve value‑for‑money outcomes.
• Facilitate procurement transformation by developing demand‑planning frameworks, category‑management strategies and e‑procurement digitalisation initiatives.
• Deliver strategic advice on property acquisitions, special projects, ICAC recommendations and internal audit reviews to strengthen compliance and institutional governance.
• Develop, update and enforce procurement policies and sustainable practices to ensure strict adherence to regulatory standards.
• Provide high‑level executive support to the senior team and handle strategic ad‑hoc tasks as assigned.

Required profile

• Bachelor’s degree in Business Administration, Supply Chain Management, Procurement or a related discipline; CIPS or equivalent accreditation preferred.
• Minimum 15 years of progressive procurement management experience.
• Proven team‑leadership experience with a track record of coaching, motivating and retaining talent while managing organisational change.
• Strong analytical, problem‑solving and negotiation abilities, detail‑oriented and able to work independently under tight deadlines.
• Excellent command of written and spoken English and Chinese, including Mandarin.
