Senior Cost Manager – Infrastructure

About the role

Turner & Townsend is seeking a Senior Cost Manager to lead cost management services for infrastructure construction projects. You will oversee cost control, commissioning, invoicing and ensure financial accuracy while fostering a collaborative, high‑performing project environment.

Key responsibilities

• Lead multidisciplinary project teams, manage client and stakeholder relationships, and drive effective communication across all parties.
• Develop and maintain robust cost reporting structures, control mechanisms, and value‑engineering exercises.
• Act as Commission Manager, handling end‑to‑end service delivery, invoicing via Dynamics 365, and compliance with client billing requirements.
• Lead commercial negotiations, contract administration, and risk‑management processes.
• Mentor and onboard team members, support recruitment and promote a positive team culture.

Required profile

• Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or related field (Master’s a plus).
• Minimum 7 years of experience in cost management or construction project roles.
• Strong communication, leadership and business acumen with client‑facing experience.
• Native‑level Cantonese and business‑level English proficiency.

Required skills

• Proficiency with Cost‑X or equivalent cost estimation software.
• Experience using Microsoft Dynamics 365 for invoicing and financial tracking.
• Knowledge of NEC contract administration.
