Assistant Vice President – Expenditure Management and Central Procurement

About the role

The Assistant Vice President will lead the Expenditure Management and Central Procurement team, overseeing the full procurement lifecycle and ensuring cost‑effective sourcing for the organization. This senior role combines strategic budgeting, supplier management, and policy implementation to drive financial efficiency.

Key responsibilities

• Prepare the annual procurement budget, monitor budget control and identify cost‑saving opportunities.
• Maintain and optimise procurement procedures, ensuring compliance with internal policies and external regulations.
• Lead end‑to‑end sourcing processes, including supplier evaluation, selection and contract negotiation.
• Perform in‑depth spend analysis, identify trends and support data‑driven decision making.
• Monitor supplier performance against contractual obligations and service‑level agreements.
• Handle routine administration for the internal procurement committee.
• Assist in establishing, updating and implementing financial policies and internal control procedures.
• Support expenditure management, general ledger control and system development projects.
• Prepare regular reports on procurement status, expense analysis, policy compliance and cost control for senior management.

Required profile

• Bachelor’s degree or higher in Accounting, Finance or a related discipline.
• 3‑5 years of relevant experience within financial institutions.
• Strong execution, teamwork and problem‑solving abilities.
• Excellent communication, analytical skills and proficiency in Chinese writing.
• Fluent in spoken and written Mandarin and English.
