IT Program Manager

About the role

We are looking for an IT Program Manager to lead internal and digital application projects for a utility client in Hong Kong. The role focuses on strong project governance and delivery quality across the project lifecycle.

Key responsibilities

• Lead end‑to‑end delivery from business case development through design, implementation and closure.
• Plan and manage projects with cross‑functional onshore and offshore teams using waterfall, hybrid or agile approaches.
• Develop and maintain detailed financial and resource allocation plans.
• Produce high‑quality project artefacts, reports and documentation for senior stakeholders.
• Identify and manage changes, risks and issues to ensure successful delivery.
• Mentor junior project managers and promote best‑practice delivery.

Required profile

• University degree in Business Administration, IT, Computer Science or related field.
• At least 8 years of experience delivering large‑scale technology programmes ($10M+).
• Proven ability to work with executives, senior stakeholders and vendors.
• Strong communication, influencing and leadership capabilities.
• Professional certifications such as PMP or PRINCE2 are highly regarded.
