Training Manager

About the role

The Civil Engineering Department (CEDD) is seeking a proactive Training Manager to lead the design, delivery and evaluation of training programmes that support organisational change, staff development and innovation initiatives.

Key responsibilities

• Plan and organise training, staff engagement and technology‑focused programmes.
• Identify training needs, design training plans, execute sessions and evaluate outcomes.
• Develop and deliver training materials and conduct e‑learning initiatives.
• Support HR development projects and manage e‑learning resources.
• Analyse training data, prepare management reports and maintain training statistics.
• Administer training policies, guidelines and sponsorship schemes.
• Supervise a team of support staff and perform any other assigned duties.

Required profile

• Bachelor’s degree from a Hong Kong university or equivalent.
• Minimum 5 years of full‑time experience in HR, training & development or corporate communication, preferably in government or public organisations.
• Level 5 or above in Chinese and English (HKDSE/HKCEE) with strong written Chinese and English, and spoken Cantonese, Putonghua and English.
• Proficient in common business software and excellent communication and interpersonal skills.
