Counsel – Legal Services (Litigation)

About the role

The Securities & Futures Commission is seeking a qualified solicitor to join its Legal Services team as Counsel (Litigation). This position offers exposure to a broad spectrum of financial regulatory matters and the opportunity to develop expertise in both civil and criminal proceedings.

Key responsibilities

• Advise on provisions of the Securities and Futures Ordinance and assess evidential sufficiency for proceedings in the Magistrates’ Court, High Court, and Market Misconduct Tribunal.
• Represent the Commission in the Magistrates’ Court to prosecute offences and act as instructing solicitor for trials and appeals.
• Oppose applications before the Securities and Futures Appeals Tribunal and handle subsequent appeals.
• Provide written legal advice that is practical, well‑reasoned, and thoroughly researched.

Required profile

• Hong Kong‑qualified solicitor with a strong academic record.
• Minimum three years post‑qualification experience in civil litigation, preferably including criminal litigation.
• Excellent analytical ability to interpret complex legal issues.
• Fluent written and spoken English and Chinese.

Required skills

• In‑depth knowledge of the Securities and Futures Ordinance.
• Experience drafting and presenting legal arguments in Hong Kong courts and tribunals.
• Strong research and legal writing capabilities.
