HSE Manager

About the role

The HSE Manager will lead the development and implementation of health, safety and environmental (HSE) frameworks for the PDMC team in Hong Kong. This role ensures safety considerations are embedded throughout design review, coordination and integration processes, and promotes a proactive safety culture across a complex infrastructure programme.

Key responsibilities

• Establish and manage the HSE framework for all PDMC activities, aligned with project requirements and Hong Kong regulatory standards.
• Define HSE processes, reporting mechanisms and assurance protocols for design reviews, coordination activities and site interface engagements.
• Promote design‑for‑safety and safe constructability principles, ensuring early identification and mitigation of safety risks.
• Lead design safety reviews, interface risk assessments and temporary/permanent works safety considerations.
• Support site quality inspection teams with HSE oversight, safe deployment protocols and compliance monitoring.
• Liaise with package, design and quality teams to track, communicate and resolve safety‑related issues.
• Record, track and analyse incidents, hazards, unsafe conditions and HSE observations to drive continuous improvement.
• Prepare HSE reporting and assurance documentation to meet client, authority and regulatory expectations.

Required profile

• Proven experience leading HSE frameworks in complex, highly interfaced infrastructure projects.
• Strong knowledge of Hong Kong HSE regulations and ability to align project activities with statutory requirements.
• Demonstrated ability to embed safety considerations into design, coordination and construction processes.
• Excellent analytical skills for risk identification, incident investigation and trend analysis.
• Effective communication and coordination skills to work with multidisciplinary teams and external authorities.
