Package Management Lead

About the role

The Package Management Lead is a senior leadership position within the PDMC team, responsible for overseeing the delivery of all project packages on a large-scale, complex infrastructure programme in Hong Kong. The role provides governance, direction and performance oversight to ensure consistent delivery practices and alignment with design, system interfaces and operational requirements.

Key responsibilities

• Lead, manage and supervise all Package Managers, assigning packages, defining responsibilities and conducting performance management.
• Establish and enforce uniform working practices, delivery standards and reporting across all contracts.
• Take overall responsibility for package-level delivery performance, including design submissions, staged approvals and multidisciplinary coordination.
• Ensure interface coordination across civil, E&M and system-related packages and compliance with statutory and client requirements.
• Standardise PDMC processes such as design review workflows, quality assurance frameworks and audit documentation.
• Coordinate cross-package integration, manage dependencies and prevent siloed delivery.
• Monitor performance metrics, intervene proactively to address gaps and implement recovery plans.
• Identify, manage and resolve risks and issues affecting package delivery.

Required profile

• Proven senior leadership experience in package or project management on large infrastructure programmes.
• Strong understanding of design integration, system interfaces and regulatory compliance in safety-critical environments.
• Demonstrated ability to lead multidisciplinary teams and drive delivery discipline.
• Excellent analytical, risk management and stakeholder coordination skills.
