Procurement & Supply Chain Officer

About the role

The Procurement & Supply Chain Officer will support MTR Corporation’s extensive procurement function, overseeing a portfolio of rolling stock, general materials, hardware and electronics spare parts, as well as minor engineering works and services. The role works closely with business stakeholders to translate demand into effective sourcing strategies that deliver commercial value while complying with regulatory requirements.

Key responsibilities

• Manage end‑to‑end procurement and supply chain activities for rolling stock, general materials, hardware & electronics spare parts, and related services.
• Engage with stakeholders to consolidate demand, validate specifications, and align procurement objectives with business targets.
• Develop and implement sourcing and contracting strategies that meet WTO, Building Management Ordinance, and Government Procurement guidelines.
• Support the full Source‑to‑Contract cycle, including market engagement, bid management, supplier evaluation, negotiations, and contract award.
• Assist with post‑award order management, supply chain operations, and stakeholder escalation handling.
• Lead Supplier Relationship Management for key suppliers, driving performance on cost, safety, quality, innovation and sustainability.
• Identify and assess supply chain risks, proposing mitigation actions in collaboration with category teams.
• Contribute to ESG and sustainability initiatives by integrating relevant goals into category plans and sourcing strategies.

Required profile

• Strong understanding of procurement and supply chain processes, preferably in a large‑scale infrastructure or transport environment.
• Ability to work collaboratively with cross‑functional teams and external suppliers.
• Excellent analytical and problem‑solving skills, with a focus on commercial outcomes.
• Good communication skills, both written and verbal, to articulate requirements and negotiate contracts.
