Senior Legal Counsel - Enforcement

About the role

Provide strategic legal advice on regulatory, enforcement and litigation matters for a Hong Kong regulatory body, supporting its mandate to promote market integrity.

Key responsibilities

• Provide legal advice on regulatory, enforcement, investigation and compliance matters.
• Lead and support complex investigations into potential breaches of laws, regulations, codes and requirements.
• Advise inspection and supervisory teams on regulatory reviews, inspections and fact‑finding exercises.
• Assess investigation findings and recommend enforcement strategy and appropriate regulatory actions.
• Manage disciplinary proceedings and sanctions cases, preparing legal submissions, notices, statements of case and evidential materials.
• Handle contentious regulatory matters including administrative appeals, judicial reviews, tribunal proceedings and court actions.
• Interpret legislation, regulatory rules, licensing requirements and enforcement powers to support decision‑making.
• Draft and review regulatory notices, policies, guidelines, legal opinions and internal governance documents.
• Support the enhancement of enforcement policies, investigation procedures and regulatory frameworks.

Required profile

• Qualified lawyer in Hong Kong or another common‑law jurisdiction.
• Minimum 6+ years post‑qualification experience, preferably from a reputable law firm with commercial litigation background.
• Strong background in commercial litigation, dispute resolution, investigations and regulatory enforcement matters.
• Experience handling regulatory investigations, inspections, disciplinary proceedings, sanctions and enforcement actions is highly preferred.
• Strong command of written and spoken English and Chinese (Cantonese and Mandarin).
