Technical Manager, Cyber Risk Governance

About the role

The Cyber Security Department of The Hong Kong Jockey Club is looking for a Technical Manager to lead Cyber Risk Governance. You will shape and operate risk methodologies, monitor emerging threats and ensure the Club’s technology environment remains secure and resilient.

Key responsibilities

• Implement cyber‑risk methodologies and frameworks aligned with Technology Risk Management.
• Identify critical risks, define risk appetite and monitor KRIs/KPIs, including cloud, GenAI and third‑party exposures.
• Support the evolution of the control library and guide risk owners on key controls.
• Conduct trend analysis, capture lessons learned and deliver executive‑level risk intelligence.
• Prepare posture reports, support compliance audits and effectiveness reviews.
• Promote standards, guidelines and best practices across IT and business operations.
• Drive cyber‑security directives in line with organisational priorities.

Required profile

• Proven experience implementing cyber‑risk frameworks and managing technology risk.
• Strong analytical ability to identify critical risks and monitor KRIs/KPIs.
• Experience delivering risk intelligence to senior leadership and committees.
• Demonstrated capability to support compliance audits and produce posture reports.
• Leadership and collaboration skills to work with risk owners, IT teams and business units.
