Assistant Manager, Works and Contracts (Clerk of Works) – 3‑year Fixed‑Term

About the role

The Assistant Manager, Works and Contracts (Clerk of Works) will support the delivery of joint‑venture and in‑house development projects by overseeing site quality, progress and health & safety compliance. Reporting to the Supervising Officer or Project Manager‑in‑Charge, the role acts as the URA site representative and ensures that all works meet contractual and regulatory standards.

Key responsibilities

• Assist in managing and monitoring implementation of development projects.
• Conduct routine site inspections, audits and defect recordings in line with Development Bureau guidelines.
• Review workmanship, progress, documents and samples for compliance with approved specifications.
• Maintain detailed daily site records and submit regular progress reports.
• Oversee environmental, health and safety compliance of contractor activities.
• Participate in regular and ad‑hoc meetings with internal teams, contractors, consultants and government departments.
• Liaise with joint‑venture partners and external consultants to support project coordination.
• Undertake additional duties and project‑based assignments as required.

Required profile

• Bachelor’s degree in Building Studies or an equivalent engineering qualification.
• Certificate (or higher) in occupational safety and health or construction safety.
• Minimum 5 years of experience in site supervision or Clerk of Works, preferably on Design & Build contracts.
• Strong understanding of construction processes, workmanship standards and contract compliance.
• Excellent attention to detail and ability to document defects.
• Proficient in preparing accurate site records and reports.
• Fluent in written and spoken English and Chinese.
