Head of Human Resources / Senior HR Manager

About the role

The Hong Chi Association is seeking a senior HR leader to head its Human Resources function. Reporting to the Assistant General Secretary, you will combine strategic oversight with hands‑on management to drive HR excellence across recruitment, performance, engagement and policy compliance.

Key responsibilities

• Lead and supervise the HR team in recruitment, benefits administration, personnel services, performance management and manpower planning.
• Revise, implement and monitor HR policies and procedures, ensuring compliance with Hong Kong employment legislation.
• Partner with senior management to shape the people agenda, strengthen talent pipelines and enhance organisational capabilities.
• Drive employee engagement initiatives and foster a culture aligned with the Association’s values.
• Optimise HRIS functionality and introduce automated workflows to improve operational efficiency.
• Represent HR in cross‑functional meetings and undertake any additional duties as required.

Required profile

• University degree in Human Resources Management or a related field.
• Minimum 10 years of managerial HR experience, preferably within NGOs or the public sector.
• Proven experience in policy formulation and implementation.
• Strong knowledge of the Hong Kong Employment Ordinance and related regulations.
• Ability to work independently under tight deadlines, with high integrity and analytical mindset.
• Excellent written and spoken English and Chinese.
