Senior Quantity Surveyor / Associate Director - Public Housing

About the role

Turner & Townsend is hiring a Senior Quantity Surveyor / Associate Director in its Cost Management practice, based in Hong Kong. The role leads cost management services for construction projects, ensuring cost control and quality objectives are met, and coordinates with clients and stakeholders. It also covers commission management, including invoicing and project compliance through D-365.

Key responsibilities

• Lead cost management project teams and key cost management roles, and help onboard and interview new team members.
• Build relationships with clients, consultants, contractors and suppliers, and manage conflicts and issues.
• Analyse project requirements and cost deliverables, and develop cost reporting structures and control mechanisms.
• Act as Commission Manager: own estimating and cost planning, present revised cost plans, and lead monthly post-contract cost reports.
• Lead value engineering and life cycle costing exercises, and implement cost controls across schedule, cost, risk and change management.
• Lead commercial negotiations and contract administration, and support internal risk management procedures.
• Manage invoicing in D-365, validate invoice data, track status and resolve discrepancies.

Required profile

• Bachelor's degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field; Master's degree is a plus.
• Minimum 7 years' experience in cost management or construction projects.
• Experience in client-facing environments, including value management, value engineering and life cycle costing.
• Native-level Cantonese and fluent English.
• Post MHKIS qualification within 5 years preferred.

Required skills

• Proficiency in Cost-X or equivalent cost estimation software.
• D-365 for invoicing and reporting.
• People management experience is a plus.
