Assistant Legal Adviser

About the role

The Legislative Council Secretariat is seeking a high‑calibre lawyer to join its Legal Service Division as an Assistant Legal Adviser. The role provides independent legal advice to the Legislative Council (LegCo), its committees and the Secretariat, covering constitutional, administrative and Basic Law matters.

Key responsibilities

• Assist in the scrutiny of bills and subsidiary legislation and examine the legal aspects of public policies and inquiries of public interest.
• Provide advice to LegCo members on the interpretation of the Rules of Procedure and other procedural matters.
• Deliver in‑house legal services and support to the Legislative Council Commission and the Secretariat.

Required profile

• Admitted as a barrister or solicitor of the High Court in Hong Kong under the Legal Practitioners Ordinance.
• Minimum six years post‑call experience as a barrister or four years post‑admission experience as a solicitor in Hong Kong.
• Excellent command of written and spoken Chinese and English.
• Strong analytical, research and independent working abilities, with capacity to manage multiple tasks under pressure.
• Effective communication, interpersonal and negotiation skills, with a user‑oriented mindset.

Required skills

• Proficiency in using information technology and artificial intelligence tools for legal research and analysis.

What we offer

• Starting salary of HK$130,255 per month, rising to HK$150,070 with annual increments.
• Monthly cash allowance of HK$13,190.
• Three‑year fixed‑term agreement with the possibility of renewal based on performance.
