Programme Manager - Global Financial Institution Projects

About the role

Turner & Townsend is recruiting a Programme Manager for a client, a global financial institution, based in Hong Kong. Reporting to the Regional Programme Lead / Head of Corporate Real Estate (Singapore), the role acts as an extension of the client's regional team, leading, governing and overseeing workplace and capital projects in Hong Kong. The position suits someone with extensive experience in workplace transformation, office restacking, relocation and fit-out projects within financial institutions.

Key responsibilities

• Represent the client in Hong Kong and lead planning, execution, governance and reporting of workplace and capital projects across the portfolio
• Manage the local Project Manager, Cost Manager, consultants and contractors, and monitor performance against programme, budget, scope, quality and risk objectives
• Review schedules, procurement plans, cost forecasts, change requests and risk registers, and maintain project controls and reporting
• Oversee budgets, cost forecasts, financial reporting and funding approvals, and support business case preparation and investment approval
• Lead governance meetings, steering committee reviews, workshops and executive presentations, and manage communications between regional and local teams
• Ensure compliance with governance requirements, regulations and company policies, and maintain health, safety, security and quality standards

Required profile

• Minimum 10 years' experience in programme management, project management, corporate real estate, construction management or a related discipline
• Proven experience delivering workplace projects in financial institutions, banking or other highly regulated environments
• Experience managing office restack, workplace transformation, relocation, fit-out, refurbishment and occupancy planning projects
• Experience acting as a client representative and managing external project, cost and consulting teams
• Degree in Project Management, Construction Management, Quantity Surveying, Architecture, Engineering, Real Estate or related discipline
• PMP, MRICS, MAPM, RIBA, PE or equivalent preferred
