Risk and Compliance Manager – Treasury Markets Support

About the role

The Treasury Markets Support Department is seeking a Risk and Compliance Manager to champion a strong compliance and risk culture across the Treasury Markets Division. You will work closely with business units to embed regulatory requirements, mitigate operational and reputational risks, and support the launch of new products and initiatives.

Key responsibilities

• Develop and enhance the compliance and risk infrastructure for front‑office activities, ensuring alignment with regulatory expectations.
• Lead the RCSA exercise to maintain high control effectiveness within the unit.
• Prepare product memoranda and executive summaries for business departments and obtain necessary approvals.
• Conduct compliance and risk assessments (e.g., FATCA, AML, Volcker) on new products and business initiatives.
• Provide regulatory advice, interpret new requirements, and identify potential risks.
• Liaise with central compliance to review procedures, manuals, and marketing materials.
• Deliver risk and compliance training to Treasury staff as needed.
• Handle customer complaints, perform regulatory gap analysis, and follow up on remediation actions.
• Support ISDA, CSA, and GMRA documentation related to Treasury activities.

Required profile

• University degree with at least 3 years of experience in banking, auditing, compliance, operational risk, audit, middle office or treasury operations.
• Familiarity with Hong Kong regulatory frameworks such as HKMA SPM, FATCA, AML, and Volcker rules.
• Strong time‑management skills, ability to work independently and meet strict deadlines.
• Proactive, self‑motivated, and able to perform under pressure.
• Excellent communication skills in English and Chinese, with strong business writing ability.

Required skills

• Knowledge of HKMA SPM regulatory requirements.
• Experience with FATCA, AML, and Volcker compliance assessments.
• Understanding of ISDA, CSA, and GMRA documentation standards.
