Manager – Works & Contracts (3‑year Fixed‑Term)

About the role

The Authority seeks an experienced Manager to lead its works and contracts portfolio across a range of construction projects. This 3‑year fixed‑term position oversees project delivery, quality, cost, and schedule while coordinating joint‑venture and in‑house developments.

Key responsibilities

• Provide technical expertise in structural, geotechnical and civil engineering disciplines.
• Manage building and construction projects, ensuring quality, cost control and programme adherence.
• Oversee joint‑venture, revitalisation, in‑house development, fit‑out, alteration, retro‑fitting, demolition and repair works.
• Deliver project management services including administration, compliance monitoring, contract management, cost monitoring and procurement of consultants and contractors.
• Review proposals from joint‑venture partners, consultants’ designs and planning, and ensure standards and quality requirements are met.
• Monitor site progress, performance of consultants and contractors, and resolve on‑site issues.
• Coordinate underground utility planning at district level and liaise with utilities companies, consultants and contractors.

Required profile

• Degree in Structural or Civil Engineering (or equivalent).
• Relevant professional qualification (e.g., MHKIE, CEng) or equivalent.
• Minimum 8 years of relevant experience, including at least 4 years post‑qualification in building construction.
• Strong knowledge of property development.
