Senior Liaison Manager – Stakeholder Engagement

About the role

The Capital Works Business Unit is seeking a Senior Liaison Manager to lead stakeholder engagement and public consultation for new railway and infrastructure projects. You will work closely with government bodies, community groups, and internal teams to ensure projects progress smoothly and gain public support.

Key responsibilities

• Develop and implement stakeholder engagement and public consultation plans that support project planning, approval, and delivery.
• Build and maintain relationships with key external stakeholders, including Legislative Council, District Councils, Rural Committees, local communities, NGOs, and government departments.
• Coordinate statutory processes such as scheme gazettal and objection resolution, managing related issues and risks.
• Plan and manage engagement programmes and communication activities to enhance public understanding and address concerns.

Required profile

• Degree in Engineering, Marketing, Communication or a related discipline.
• At least 10 years of relevant experience, preferably in large‑scale railway or infrastructure projects, with a minimum of 4 years managing public engagement programmes.
• Corporate membership of a recognised professional institution is preferred.
• Excellent interpersonal, communication and leadership abilities.
• Proven experience handling public consultation, especially rural issues in the New Territories.
• Fluent written and spoken English and Chinese with strong presentation skills.
