Technical Services Manager

About the role

The West Kowloon Cultural District Authority is seeking a seasoned Technical Services Manager to lead the operation and maintenance of its venues and related facilities. Reporting to the Head of Technical Services, you will ensure high‑quality service delivery for both public visitors and internal users.

Key responsibilities

• Oversee day‑to‑day operation and provision of services for all venues, facilities, and building systems.
• Supervise internal staff, outsourced facilities‑management vendors, and maintenance contractors.
• Manage vendor contracts for repair, maintenance, and upgrades of building services and structures.
• Contribute to facility design projects with a focus on lifecycle, safety, health, risk, and security considerations.
• Provide emergency support for events and commercial operators, and develop site operation manuals and emergency procedures.
• Lead incident response, resolve emergencies promptly, and drive continuous improvement.
• Perform additional duties as assigned by the District Facility Services Department.

Required profile

• Recognised university degree in Building Services, Mechanical or Electrical Engineering.
• Minimum 10 years experience in building operation, maintenance and improvement, with at least 5 years in a managerial role.
• Experience managing large non‑residential portfolios such as commercial, entertainment or institutional complexes.
• Professional knowledge of risk management, event management, safety & security control, budget control and incident response.
• Registered Electrical Worker (Grade B or above) and valid Construction Industry Safety Training Certificate.
• Preferably a full membership of HKIE, CIBSE, IMechE or equivalent.
